Summary
Mental retardation is defined by significantly below-average intellectual functioning, deficits in adaptive behavioral functioning, and manifestation of the condition before the age of 18.


Criminal justice professionals will not normally be involved with persons with mental retardation in the adversarial role of law enforcement versus the offender. In any event, criminal justice can do three things to smooth out the interaction between both parties. First, an environment conducive to communication can be established. Second, persons with mental retardation can be shown due respect and consideration. Third, speech techniques such as paraphrasing and short segmented instructions can help persons with mental retardation to understand law enforcement situations in which they are involved.
